Hexen level design is way more mazelike and you have to backtrack alot. It took me forever to complete it. I enjoyed the enemies and the 3 character options, but the backtracking makes it a weaker entry then Heretic. If it was a full real action RPG in the style of Daggerfall or Arena with XP, skills, leveling, towns, NPC's etc I could accept this. I think they wanted to go in that direction but settled into a FPS again instead. I am curious how the new version addresses this.
